“I think it would be outrageous for a sitting president of the United States [to self-pardon],” Bharara told CNN’s “State of the Union.”  via thehill.com So in pardoning himself, Trump would be in effect be the judge who determines the extent of his power. He can't do that. Only the Supreme Court can do that, as in Marbury.
