Risk Retention Group Regulation

Since the risk retention enabling legislation was passed many years ago – the Risk Retention Act was first passed in 1981, and an amended in 1986 – you would think that state regulation would have sorted itself out by now. Not so. The amendment in 1986 created two vehicles for insurance buyers to access coverage: Risk Retention Groups (essentially captive insurance companies) and Risk Purchasing Groups (which facilitates group purchasing of insurance).
