Of HHSRS and Hiatuses

A couple of things… MHCLG have issued an “Addendum for the profile for the hazard of fire and in relation to cladding systems on high rise residential buildings” to the operating guidance to the HHSRS in relation to ACM cladding. The aim is: to provide guidance on the assessment of high-rise residential buildings with unsafe cladding. It supplements the Hazard Profile for Fire as given in the HHSRS Operating Guidance  The concern was that HHSRS assessments had focussed on individual dwellings rather than common parts and exterior of the buildings. (This may have been true in practice, but I am not sure that it is true of the HHSRS or Housing Act 2004). The stated purpose is to give councils confidence in taking enforcement steps against buildings that have still not had ACM cladding removed, including the ability to carry out works and recharge the owner.
