"Specifically, are your voice telephony and video programming services excluded?" "Why do different ISPs have different data caps when using similar networks and distribution technology?" "How are your data caps evaluated on an ongoing basis?" "Do you practice selective enforcement of data caps?" We can probably expect data limits to be among the "mitigation measures" that many major ISPs will now impose when the Hollywood trade organizations (the MPAA and the RIAA) accuse individuals of file sharing to circumvent the trust's approved distribution mechanisms.
